It looks like there is a die for 2/0 in the picture? It's labeled 00 isn't it? And the 0 is in the tool jaw. I've got the same crimper from Harbor Freight. I used it for several crimps and it worked...

For the tail light plates. How about welding...
For the tail light plates. How about welding bolts to those flanges there on each side. Then drill holes in your plates. Slip the plates onto the studs (bolts you welded in) and spin some nuts down.
