EGR was mandatory on all on-highway diesel engines built after 2001. The thing a lot of people do not understand is when a conversion unit is built it can be sold as the model year it was built into a conversion. Even though the original truck chassis maybe 20 years old. Example a 1995 highway truck is converted into a motorhome in 2016, if enough components are reworked the unit can be sold as a model year 2016 with zero miles. Even though it had 2 million miles on it.
So the question I have is what year was your '04 engine? If I am understanding you that your '04 had an MBE, I believe the MBE 4000 was never built without EGR.
