most tractor steer axles are 12,000 lb rated. weighing about 8,000 empty.
rear axles are rated about 20,000 each. weighting about 9,000 lb each empty.
this would give you a gross rating of 52,000.
i thought about putting water tank up high. don't think it would be problem. thought about running a pipe up to fill with a hose hookup. have a vent tube come out top of tank to let you know when its full. only thing i worried about was if it leaked it would be a big mess.
as far as tag axle lifting truck i don't think would. truck air bags would sag to far. to tow from rear with wrecker we have to tie up rear axles so they don't sag and tear bags. you should be able to use tag axle to level front to rear but not side to side. air bag control valve has a check valve in it and even if truck air goes down bags should stay up.
