Bill registered his Volvo in California just as I sold it to him with no additional modifications.
A 610 Volvo has an integral air ride sleeper. Many truckers live full time in their trucks. Therefore, they are fit for human habitation. The Volvo was "permanently altered" by removing an axle and shortning the frame. Before and after pictures may be helpful.
The Volvo already has a bed. I install a microwave and refrigerator. I now install shore power also and can install inverters.
A pota potty or chamber pot can be installed.
There are many creative ways to meet any other requirements inexpensively.
