Wind sensor update

I had to blow leaves first and then it started to drizzle...... but I got on the roof and put some duck tape over the hole and cut the bad end off the cable. I took the picture to show the problem...

What is this?

I had a drip the other day in the pouring down rain and I went up to day and see what was wrong with the vent....that's where the drip was and found this broke off. It has a phone wire running to it...
