I had the same list of questions except the engine... drove a u-haul with that engine and would be suprised if it did get to highway speed that quick...lol

You asked:
"who built it? what year is the chassis? how many miles on the chassis?"

Transport Designs in Pa. did the conversion. It is a 1990 with 300,000 miles. Thanks Pat

how is that for an answer...still interested??
