The 8ft 6inch width applies to trucks, trailers and all. Wider and a special permit is needed. The length columns are confusing. The first length column looks to be for a single motorized unit, not any unit as 53 foot semi trailers are not given consideration. The Max length colums should mean just that but nowadays nobody has a 7ft truck or even a 12 foot truck to hook on to a 53 ft trailer and stay under 60 ro 65 ft.

Looking more at this table I think it is old, wrong or both. New Mexico has 75mph limits on interstates that includes trucks too. West Texas and Arizona are 70 or 75 too but the rest of Texas has separate truck limits. The listed mph's might refer to state & local highways, not interstates. The mass of footnots clarifies some things but not all.
